The Australian skipper has claimed 309 wickets in 71 appearances with an average of 22.10.
Australia's chief selector the selector has declared that pace spearhead Cummins will play a "major part" in this winter's England-Australia contest.
There were concerns that Cummins might be unavailable due to a persistent back stress problem that was still troubling him.
Earlier indications from team management suggested no final decision had been made regarding whether he would play, with the five-Test series set to start on November 21 in Western Australia.
He revealed that Cummins is "building up" and remained hopeful about the prospects of being involved.
"We're aware that the clock is ticking and there are permutations around that, not only his injury, but further aspects," Bailey remarked.
"We're encouraged. There's strong faith that he will feature a major part. With luck from the opening match. Otherwise, then we'll pick it up."
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after examinations confirmed a lower back issue.
He has a history of back injuries, with flare-ups in multiple past seasons leading to absences from several home seasons in a short span.
He emphasized he would be bold in recovery efforts in his recovery plan to secure his spot for the contest.
He mentioned that he did not know if the captain had resumed bowling as part of his recovery but acknowledged it was "becoming urgent" for him to be fit for the opener.
In case of absence, former captain Steve Smith will lead the side.
The talented all-rounder was recently pulled out from the national team for their one-day international series against India as a precautionary measure because of soreness in his side.
The selector characterized it as a "minor" injury and stated that he'll feature in the domestic first-class competition, so will be "well-prepared to deliver overs."
"We put so much time has gone into creating the schedule for him to participate for the first Test as an all-rounder," Bailey explained.
"His involvement was limited to the first two ODIs anyway. How he handles the bat in limited-overs, if it causes any delay for another day, the choice was made to take a cautious route."
